[DSP-10] synthesizer

I loaded PLL Diagnostics program to perform PLL test. But it doesn't lock. 
So, I tried to program the first synthesizer to run at 135MHz. It locked!! 
Now I wish to operate my transceiver with first synthesizer running at 
135MHz. Is it possible? How should I modify the codes to make it function?

Does anyone know where to download the Borland v4 compiler?
