[DSP-10] DSP tone control

Hi Bob,

The DSP-10 implements a 13 (if I remember right) segment tone control as a 
FIR filter design done in C. This generates the filter coefficients that 
are downloaded to the DSP.

The transmitter tone control is similar, but a few less segments.  This 
system works well. You can also see the resulting response, plotted on the 
screen.  The code is available in ufilter.c module of the source code.
