[DSP-10] U7 not locking up

Check R48 and R49, they form a voltage divider so
the voltage at pin 3 is 1/2 VCC (from rev 4.5).

They should be 47K, but when I did mine all I had
was 18K, so I used them.  It seems as long as they
are equal and fairly high value, they will work.
Voltage on pin 3 should be about 2.5 volts.

The schematic I have shows R48 as 47K and R49 as
1.8K... the schematic is WRONG !

If this doesn't fix it, then the PLL register is
not being loaded with a frequency within the
oscillator lock range.
