[DSP-10] Initial turn on

Hi George and Dick - I still owe Dick and Jimmy some measurement data to
supplement what they have, but so far, their data looks good. I'm going to
be out of town for a couple of weeks, but I did want to pass on the data
that the source of both Q4 and Q101 should be 1 to 2 Volts. I rechecked the
0.23 and it is true, but it is clearly an oddball!!
