[DSP-10] Problems With checkout

I am new to the list and I have just put power to my DSP-10.  Everything is 
fine except the voltage reading at R110.  Instead of .23 volts I get about 
2.0 volts.  I have changed Q101 (twice) and U105 (shorted it during testing). 
 The voltage at the output of U105 is low also - about 2.5 volts - but when I 
remove L103 the voltage is normal.  I have used two different meters and the 
voltage drop across R111 confirms that I do have 20 ma of drain current in 
Q101.  I do have 123 Mhz (with the slug of L102 removed) at the output of 
U106 but I have not measured the level yet.  Is 2.3 ma really the proper 
amount of current drain for Q101?
