IF the error is fairly constant across the range then the dial scale in the RV-4 can simply be slightly shifted on its shaft so that the readout is accurate and this is the adjustment Drake advises in their manual. If the error is not constant across the range then a more involved alignment is required.
Also take a look at WB4HFN's Drake PTO website because your PTO bearings are probably very dry by now and you don't want to damage the bearings or race. Proper cleaning/lubrication of the Drake PTO is not at all difficult and well worthwhile to avoid future expensive issues.
