Good question Dave. I may has committed a bit of transference in my 
comment. I have recently repaired and sold off several Heathkit era amps 
(SB-221 and HL2200 among them), and each had 10m blocked and no panel 
label for the band. I checked the web and can not find examples of L-4B 
amps without the 10m label, so I now assume that production runs of that 
amp ended before the restriction was put into effect.
