[Drake] PTO gear train problem

Hi to the group,

After a few years of dormancy I decided to exercise my R-4C and T-4XC. 
Of course neither worked right away.  The R-4C was simple enough and its 
just fine on all bands and all modes and all filters.  Whew!  Thought it 
would have been harder.

Well the T-4XC is a real mechanical nightmare.  The PTO dial won't turn. 
  The PTO screw is fine but the gear train is jammed.  After fighting it 
for an hour I decided to take the R-4C apart and compare them.  It 
appears that the innermost gear on the PTO shaft (closest to the PTO) is 
locked to the next gear.  The outside double intermediate gear (left 
side facing the PTO) is trying to turn those two gears at different 
speeds and it can't!  The R-4C PTO gear train does this no problem. 
Those two gears slip past one another.  Not on the T-4XC.

Now I got the PTO out and pulled the dials and gear train off of the PTO 
shaft to get a closer look but those two gears are locked together on 
the same shaft.  Now I pried off the smaller gear but its not a matter 
of lubrication.  The outer concentric shaft is staked to that gear.

Did Drake make two different assemblies?  I doubt that.  I don't want to 
break anything but I don't see how lack of use could have caused this.
