[Drake] PS-7 problem solved

I wanted to tell all who had suggestions all at the same time. The problem has been solved. When I removed the board to look at the 1723 chip I noticed that the 4 pin connector was not connected properly to the 3 pins on the transistor that is heat-sinked to the bottom. When I reinstalled it correctly 13.8 is the output. Thanks to all who responded you made me look harder.
