They cleaned up perfectly using only distilled water. As I said, they had a very light layer of dust/dirt which could not be simply blown off.
These appear to have a conformal coating of some type over the copper cladding, probably lacquer as mentioned here. 

Regarding my VFO skirt worries. Once I took a good look at how that spring washer floats on the shaft I realized it turns with the skirt. I still prefer the C-Lines more elegant solution.
