That's a situation where you have a big pile of tubes and need to sort
them out. You just get them in batches!
Have you priced a 'good' tube tester lately?? I just sold a TV-7/D
with a bad transformer for $350. You can buy a LOT of tubes for much
less than that. If you have only Drake gear, there areprobably only a
dozen different tubes. If you have gear using from 01As to 4CX350s,
or repair commercially, then yes, a tube tester becomes more useful.
As for a shorted element, it's not likely to do much damage. Possibly
take out a cathode resistor or supply decoupling resistor. I've owned
radios of many manufacturersover 50 years, and I can only recall ONE
situation where a shorted suppressor grid in a tube took out a supply
decoupling resistor. Most grid shorts quickly vaporize the grid wire
long before any damage is done to the rest of the radio.
I DO own a TV-7/D, bought many years ago when they were $50-100, and
just used it for the first time in five years to sort through a box of
used/unknown tubes.
