Some people tend to use the words "precision" and "accuracy" as if they 
are interchangeable.
Your example shows the reason that this is not true.

As it was told to me in my electronics training, "A precision instrument 
is not necessarily accurate."
It could be out of calibration, for example.

When I maintained air traffic control radar systems in the Air Force, we 
had to send each piece of test equipment in periodically for 
re-certification.
