I've owned a couple UV-3's and still have one.  Never needed an  extender 
card for it, so I can't speak to that.
 
John Kriner has/had quite a few spare parts for the UV-3, in case you need  
something.
 
The PS-3 is probably much rarer than the UV-3.  They periodically pop  up, 
though.  The 1525EM mike seems to be plentiful; some one had a batch of  
them a couple years ago and let them go for about $15/ea.  They aren't a  great 
mike though.  I have one but prefer the Shure 404 hand mike to the  Drake.
 
A tone encoder will interface real nice to the rig using that connector you 
 can see through the slot on the bottom.  I've fastened mine to the right  
edge of the UV-3 using double stick tape.  You can see it on my QRZ.com
