Scott,

Are you sure it is the oscillator dead on this range and not a problem with the premix or driver?  Listen for the oscillator on a nearby general coverage receiver.  If working you should hear it at 18.1 +/- a couple of Khz.  If it isn't oscillating try sticking the 40 meter range crystal in one of the auxiliary sockets to rule out a socket or switch contact issue.  If it still doesn't work take a look at the capacitor selected by S-4B as part of the oscillator circuit.

For some reason, 40 meter crystals are more troublesome than others and I have found a couple that would work in some of my 4 lines but not others.  It is unlikely you have run into two troublesome crystals in a row but not impossible.

After spending a fair amount of time getting a Dayton T4XC "working" radio  
working almost, I've got it down to one last problem.
 
The oscillator doesn't run on 40.  I've great ocillation and power out  on 
all other bands, and I've swapped a known good crystal with nary a whimper,  
and thought before I started tearing into it I'd ask if anyone had a good 
first  and second guess of what to try first?
