[Drake] L4B plate voltage

My L-4B is in storage, so can't tell you for sure.  I believe it's 
around 2500 on HIGH, and about 1700 on low,  _under load_.  Probably 
about 5-10% more no load.

The resistors Drake used are much better than what Heath used.  The L-4B 
has DALE wirewound 5M, 1W, 1% ceramic resistors.  They do not change 
value unless they break for some reason.
