Dave,
The power will drop off on 10 on most of the vintage tube gear but it
should not be that drastic. I would expect 200 watts or a bit more on
80 through 20 dropping to around 150-175 out on 15 and 10 meters. I
notice a little greater percentage power loss on 10 meters with my TR-4
compared to my various T-4X transmitters; this may be the particular
tube set in the TR-4 or perhaps an artifact of the greater output
capacitance of 3 sweep tubes instead of 2. But in any case 80 watts is
definitely far outside the norm.
Are you using a dummy load (or a good matched 50 ohm antenna) during
these measurements? Where is the loading control on 10 meters? If it
doesn't end up well clockwise then I suspect you don't have enough drive
on 10 meters and this is probably an alignment issue since it apparently
works OK on lower bands.
I am not a big fan of peak reading watt meters and I much prefer using
one of my Tektronix lab scopes for this type of measurement. The PEP
output on SSB of the 4 line gear should be equal to or slightly greater
than the CW output.
