Hi Bob,

Several old boatanchor rigs had this feature built-in to keep the VFO
warmed up and ready to operate without the usual warm-up drift.  When
the 5 MHz VFO started appearing in radios, and was mixed with crystal
oscillators to operate on different bands, the stability was much
improved and the "always on" VFO was unnecessary.

When you say you're not getting any output, are you looking at an
external power meter or are you using the relative power indicator on
the T-4XB?  If the meter shunt resistor on the T-4XB is blown, you
won't see any plate current or relative power output.  If you haven't
turned on the filaments to the finals, that would explain the no
output also.
