[Drake] Drake L7 on 10M & 12M

|Details should be in the manual.  I don't have mine handy but as I recall, 
you have to remove a filter and the metal; stop block on the band switch.  On 
stateside models, the 10 meter position is not marked on nthe panel as it is on 
export models.  Simply turn theswitch one stop past the 15 meter mark after 
the filter and block are removed and you should be in business.
