Gary's data look pretty consistent with my results: Using an HP 8660A,  that 
I think has good calibration, I set the S-meter reading per the manual at  
S9+60 for 30,000 uv, and get about S9+7dB at 30 uv.  Pretty optimistic  reading, 
but similar to what you have gotten.  With that setting, I get  S9+10 dB on 
the calibrator on 14.200 (more at the 25 KHz points), and  measured the 
sensitivity at 0.15 uv for 10 dB S+N/N on SSB.
