My L7 serial number is in the 500s (earlier production) and mine never had
the blue filters.  I also never found the need to add them to the meters.
It is no problem if you add the filters or you don't.  But I think some
collectors consider the units without blue filters more "scarce" and
"different" therefore more unique. It's just a matter of preference and
usefulness (to the particular operator).

Mine also had the blue filter, but I removed the filter since the meters
were 
too hard to read. So I wouldn't worry too much about your amp not being 
"complete," Troy.
