Jim,

I assume it has frequency markings like the original silk screening but
many 
more and is gray in color? If so it came with the FS-4 Frequency 
Synthesizer. This decal allowed you to set the preselector to the
probler 
position for the general coverage frequency dialed up on the FS-4.
If you didn't use the decal then it was just a guess where to set the 
preselector for the frequency setting on the FS-4 as you could have it 
mis-tuned and not receiving the frequency dialed up on the FS-4.
