[Drake] Strange problem with T4XC

Thanks to Garey and the list for all the guidance- problem solved.   Tracked 
it down to low bias supply- I thought the -30V I measured was just the result 
of the bias adjustment, when in fact the radio wants about -60V.   Apparently 
this affected the VOX, because I found that the VOX circuit was causing the TX 
to stay in transmit when I switched from tune to SSB.   I replaced the filter 
caps and all seems to be OK now-about -80V max and -62V to get 70 ma plate 
current.   The other circuits all have only 1-2 V of AC on the DC outputs, so 
they're Ok for now, but I think I'll plan a recapping project for this winter.
