[Drake] cleaning dial of TR 3 and TR 4

It has been my experience Drake dials do not normally yellow. However, it
has been my experience that if a radio has been left in the sun for
sunlight to hit the exposed dial that is kept in one spot for a very long
extended period of time, the dial will turn brown at that spot. I have
never seen a dial like this ever be brought back to a normal clear
appearance.
