[Drake] cleaning dial of TR 3 and TR 4

I've never had occasion to try it, but if a dilute dish soap and warm 
water won't do it I would try some GoJo White hand cleaner.  It really 
does a number on nicotine or any oily dirt.   So far, I have not had it 
attack any plastic or silk screen lettering.   There are markings around 
the hub of the dial plate and a couple of hash marks past the end of the 
dial area that you could test on first.  

I have seen some darkened by sunlight or a very bright dial bulb to a 
dark brown, and there is nothing much to be done for those.   Sunlight 
darkening is usually easy to spot since it is almost always an area in 
the shape of the panel window!  :-)
