Richard,

There is also another note that the readings with two values are for receive above and transmit below.  Hence my comment about the key.  I think the X-CW position is used to exercise the K2 relay and the side tone generator.

I have found that fixing the S meter circuit involves using a batch of new tubes in the bridge and sometimes changing a resistor.  Usually tubes fixes it.  If it is really out to lunch check the resistors around the meter and the meter resistance too to make sure there is nothing open.  It can be brought back to life.  

I haven't found the voltage tables to be very useful except as a general checkup on the power supply.  Maybe an open IF can will show up with the voltage readings.
