[Drake] TR-4 voltage question

I'm trouble shooting my first Drake TR-4. I am puzzled with the following 
statement from the manual footnotes on the voltage chart page:

"Receive measurements were made with the FUNCTION switch in the X-CW 
position."

Boy, that seems goofy. In other words, I am supposed to take the receiver 
measurements when the rig is in transmit mode? What am I missing here? To 
the uninitiated (me), it would appear the Drake engineers had a serious 
drinking problem.
