    Jim, that is perfectly normal. There was a thread here a couple-a'
moinths ago, and the consensus was something like this:
    The On-Off switch is combined with the Volume switch, and so the volume
isn't defeated (to ground) until the combination pot/switch  is turned off.
The dual-purpose control may have been a cost-saving move by Drake.
    On the other hand, some view this as a good professional touch, because
in commercial uses a dispatcher could never turn down the audio completely.
    There are fixes, but they involve going to DSP audio, or moving the
audio switching, but that involves cutting traces and adding jumpers, and,
well, it might not be worth all the trouble and possible destruction.
    If necessary, just turn down the RF gain, and see if you can live with
that as a work-around.
    I'm sure others may have more to suggest. There's an old saying,
something like: "Ask two hams, get three opinions."
