Some first principles ...

Not much info .. does the rig work ok on CW  ? By that I mean , does it put
out 100 watts or so into a matched load? What I am getting at is whether the
RF deck is working , and if so , whether the SWR sensing circuitry is maybe
trying to turn down the PA .

For that matter will the rig put out 100 watts on CW into whatever load he
is using ? If not , the swr detector is probably cutting back the output.

I assume he knows that the SSB signal on a normal (not peak reading)
wattmeter will only show 25 watts or so on peaks for 100 watts SSB output,
so trying to show 100 watts on SSB will be extremely distorted.
