Ron,

I have no good suggestions on the glue overall. That seems to be a pretty 
tough one unless epoxy will work. In gluing plastic to plastic, a solvent type 
glue would probably work best if you could manage to find something suitable. 
But, I don't think that will work for the gluing the wiper to the plastic shaft.

On removing the lubricant - Why not use alcohol? I doubt that it would 
degrade the plastic. I've used isopropyl alcohol to clean a great number of items 
with good results. Another possibility would be to wash the parts thoroughly 
with something like Joy, Sunlight or a similar dish washing soap.

In any case, I suspect that it will be difficult to come up with a durable 
repair on a part like this one! So, you might to want keep looking for an intact 
replacement even if you do get this one pieced back together.
