Gary,

I have one too. I use nine as a "relative tester" meaning relative to a
known new tube. If you don't get satisfactory answers I will check mine out
and see how it compares to yours. When checking 6jb6 tubes using the given
settings the needle barely makes it to the "good" reading with a new tube.
Actually it probably usually doesn't quite make it. I think some of the
settings on the roll chart may be suspect as some other tubes don't come
close .I would be curious how yours does with a 6jb6 on the recommended
settings.
