Kevin,
Off the bat, I'd suspect a power supply problem. The hum could be the
result of a bad electrolytic cap. in the supply. These radios are old and
the electrolytics aren't going to last forever. Could be a leaky one, which
could also account for the smell. Looking at it from the bottom you might
be able to see some of the electrolytic material oozing about the
connectors.
Of course the smell could come from anywhere and even a bad tube could cause
the hum. The neat thing about these older radios is that you can often
actually SEE what's causing a problem.
