Two things come to mind.  
- Oscilation, but usually that can be stopped by reducing gain, and/or the 
plate and load.  This will look like power (and it is, just on wrong 
freq).  Check your neutrlization.
- Do you mean RF power out goes max, or just plate current?  If it is 
plate current, you may have lost bias voltage.  Check your power supply.  
Keep in mind that caps can go ESR high and still look good w/o load, a 
pull your hair out situation. :-)
