The 82S123 is an old Signetics 32 x 8 bit fuse PROM. To
program it, you blow out fusible links internal to the chip.
Some web searching should provide details on how this is done.
You don't really need a special programmer, just a means to
set the address bits and a power supply to blow the fuses.
I have no idea of the contents of the information in the
82S123. Perhaps someone else can provide this. While getting
rather scarce, these IC's can still be ordered from Jameco
Electronics (www.Jameco.com).
