[Drake] When buying used gear...

When buying used transmitters and amps ( as most on this list do) when is it 
prudent to replace things from the get-go like bleed resistors and power 
supply caps, etc. Do most do this as a matter of routine if all original 
components. Does this also automatically checking alignment too? Or is this 
overkill until a problem presnts itself? Is there a guide somewhere?
