[Drake] Location of C9 in T-4XB

Anyone know the correct location of C9 in the first amplifier?  The
schematic shows it across the secondary of T14.  That would make sense as it
would be a part of the tuning of that transformer.  On my transmitter
though, it is actually wired from pin 1 of V2 to ground.  The top leg is
where it should be, but I don't believe it should go to ground.  The
schematic doesn't show it that way.  I'm thinking that may be why T14 is not
tuning as it should.  Doesn't have a real peak when I follow the alignment
steps on page 38 of the manual.
