[Drake] T4XB T/R Relay hangs

Probably a gassy 6EV7 relay tube.  This is the first thing to check!

There are also a couple of diodes that can become leaky.

You may be experiencing "stiction", which happens if the armature 
touches the pole-piece.  Older relays had a copper button to prevent 
this.  More modern ones relied upon a "down-stop".  I have seen cases 
where the down-stop has been beaten down by long use.  A piece of paper 
can be inserted between armature and pole-piece to test.
