[Drake] Need help with C4

I just acquired a complete Drake C-line with C4 station consol and can't 
seem to get the station identifier to work.  Have had the box apart and was 
able to get the light bulb to light up by bypassing the timing circuit and 
putting 28volts directly to the lightbulb.  I am not using the the antenna 
switch nor the rotor capability and do not have any RCA jacks from R4C or 
T4XC running through the C4.  I also am not running the mic through the C4.  
When I hit the reset button on the C4 to activate the 10 minute timer, 
nothing happens after 9 or 10 minutes to trigger the station reminder light. 
  Do I have to have all the inter connections from the receiver or 
transmitter in for this function to work?  If not, can anyone give me any 
hints what to check or where the problem might be?  thanks Norm K7PVV.
