[Drake] L-75 Help Please

I am a new owner of the above but have no manual.

Upon opening the lid I discovered that the leads to the fan had melted and 
had also melted the two tiny wires to the "relative output" pot. The fan 
leads go to a terminal strip with a power resistor and what looks to be a 
thermal device. 
The fan works fine so I assume that the tube went maximum output and melted 
the wires? 
The fan leads had been spliced already so this may have been a repeat 
incident.

Could someone tell me what I am looking at here.
