[Drake] tr4 oscillator question

I have a tr4 which works, but I think 9mhz oscilator for the bfo, product detector is not working 100% correctly. It is supposed to show negative 3.8 volts on pin one of the 6gx6 oscilator tube, but instead shows that voltage positive. have tried new tube and xtal, but no change. Any suggestions?? I believe without the neg voltage reading, means oscillator is not working.

Separate question. The sensitiviy improves several s units when using the rv4 vfo to receive. Anyone else seen this one?
