Ken,

There used to be some troubleshooting help in the ARRL Amateur Radio
Handbook, plus I have come across a few books at the library in the
TV/electronics/radio section  that were helpful.  The 2-C is a hybrid rig
so there are tube and solid state techniques of course that apply.  Be
careful, high voltages are inside!  You didn't mention whether the rig
has been working fine and just suddenly started doing this or whether you
just obtained it in its present condition.  If the S-meter is upscale I'd
definitely look for a mute circuit fault or agc/bias voltages.   The
manual should call out some voltages and you can check them to be sure
they are in the ballpark.  If they aren't I would suspect capacitor
and/or diode problems.  Also wouldn't hurt to run the tubes through a
checker, I happen to have a TV shop down the street that still keeps one
in his lobby  for hobbyists and I know that Mendelson's in Dayton still
have a couple for customer use.  Have you tried it on all the bands yet,
and is the preselector carefully adjusted (can you peak it on any noise
at all?)?  Is the 2-CQ inadvertantly on and set to peak (unless you have
a signal tuned in), if not in use it should be off and set to notch. 
Could the preselector pointer have got moved so it is not showing in the
correct range?  I don't want to state the obvious but are you sure
something didn't happen to the antenna, RF gain is up, etc.   Believe me
I've stung myself plenty of times on simple stuff.
