Checked both meters, they move. Checked my meter, it's goofy. :^)
Aside from that, I'm supposed to be looking for a shorted Amp meter, not S
meter. Ugh, I need more sleep. I really do :^)

By "short" do you mean less than 1 ohm resistance? I
haven't looked at the internal resistance of the "S"
meter in that particular receiver, but many meters
have a fairly low resistance (i.e. well under 50
ohms).
Take a single flashlight battery (1.5 volt, doesn't
matter what size) and two pieces of wire. Attach one
wire to each terminal of the meter. Then touch the
wire from the + terminal to the + (positive) end of
the battery and the wire from the - terminal to the -
(negative) terminal of the battery. If the meter
deflects (it may go to the pin, it may only move a
little bit) then the meter is probably OK. If it
doesn't move at all, then there is definitely a
problem with the meter.
There are all sorts of things that can cause a "short"
in the meter. Also, it is possible that the "needle"
has come out of the pivots. If that is so, you can
"repair" it fairly easily.

I was told the source of the problem with my Drake may
be a shorted S-Meter. I checked the meter, and there
is indeed a short across it.
