[Drake] TR-3 S-Meter Short

Hi all;

I was told the source of the problem with my Drake may be a shorted
S-Meter.  I checked the meter, and there is indeed a short across it.  I
took the meter out of the circuit, and the meter its self shows short.  I
checked the wires, and they show as being shorted also.

1.  Is the meter supposed to be show as a short?
2.  If it is busted, does anyone have a spare they want to get rid of?
3.  If it is busted, could a short in the circuit have fried it?

I checked across the meter-zero pot (in circuit), and it is shorted also.
The pot is in series with the +250 line, and the wiper goes to the S-Meter.
The other side of the S-Meter goes out to a couple transformers and a 220
ohm resistor that goes to the +250 line right before the pot.

Anyone have any ideas as to where my short may be at?   This thing was
re-wired by the person before the person who had it before me, and most of
the wires are the same color, which doesn't make things very easy :^)
