I modified my TR-7A to xmit anywhere by using two diodes.  While I've never transmitted outside the amateur bands, it sure made it nice for the 30, 12, and 17 meter bands.  And now the 5 mhz band.  Also much cheaper than a chip for each band.  Besides, once the chip was installed, you could transmit anywhere within a 500 khz segment regardless of amateur allocation.

So, the two diode fix would be nothing different -- from a legal perspective.
