[Drake] T-4XC No where near correct freqs

I hope someone's seen this one before... something simple??? HA!!!
In the spot position with the T-4XC's frequency set at 3.5 MHz the frequency
out is 3.7 (also 7 = 7.2, 14 = 14.2, etc). Changing the dial on the T-4XC to
3.7125 actually moves it's frequency to 3.725, etc. The change is twice
what's indicated.
I hope that makes sense. -- To get the transmitter to 3.5, 7.0, 14.0, etc.
the indicator is way down in the "Stop" area, but nothing is binding. Also;
The bottom side of the transmitter gives VERY strong indication that someone
was in there with a soldering iron who should not have been! I fixed several
cold soldering joints, cleaned all of the switches and tube pins (very
carefully) and looked (with a big, illuminated magnifying glass) for burnt or
cracked components, but nothing "looks" bad.
Any idea where I should start looking?
