Rick,

I'm assuming you don't have a transmitter connected or shorting plug in
the mute jack on the 2-C - if you don't, that's why it's going up to 60
over and seems that the calibrator doesn't work (since the rx is muted). 
I guess it works that way since NB and CAL are past the EXT MUTE
(external mute) position on the function switch.  Get a phono plug and
solder a jumper from the center pin to the shell and you should be in
business.
