[Drake] TR4 problems

I just picked up a TR4 and have been working on it over the weekend.

Replaced several tubes including all new finals.

Have a couple of problems and would like some advice.

Have strong output on all bands but 20m.  Other bands show about 175 watts 
but only 100 watts on 20m.

The audio is a little fuzzy.  Certainly q5 but not as nice as I have heard 
from other Drakes.

Any hints as to where to start.
