I missed the thread as I've been out of town last three days.
I suspect it's not static althought it could be. With static the pointer
wants to wander.

More likely, it's a small piece of metal that is caught between the 
magnet and the coil and prevents movement; thus when tapped it 
mechanically changes the scrap piece to another location, but always 
returns to a full end position. � or 1
I've seen this happen many times but only when the meter is opened by
another on a bench that has lots of micro scraps. And that can happen
easily. Or something flaked off of one of the screws, or the screw driver.

You need a good magnifier to see what's in the slot. If there's metal
remove with a small piece of masking tape or sometimes scotch tape will
work.
