[Drake] TR-7A VCO Alignment

New to the list so pardon if this was answered yest...

Picked up a TR7A over the weekend.   Seemed to be working
normally after cleaning some contacts, but off freq slightly, etc.
Decided to do an alignment.   All OK until the VCO which failed
the count up test to almost 19 MHZ/33 MHZ.

With the DR-7 removed and jumper board in place, I read 22.5 volts on
the test point in 20M position and the receiver is scanning.   L501 has
no effect.  15M reads 5 volts, but the receiver seems to tune normally.
Quite a ways from the 15.0/16.0 shown in the manual.

Any thoughts?
