Hello Bob,
Good to hear from you...  I have two methods of testing such crystals and I used both. 
One is to put it into a solid state test oscillator with frequency counter, and measure 
the frequency - make sure it transmits, no yoop, chirp etc.
The other method is that I put it into a hoimebrew tube transmitter and then listen for it
on a receiver with a digital dial that covers 100 kHz to 60 MHz and test / measure it that way.
If it works properly in both situations there is a reasonable conclusion that it is working 
correctly.

You are right though. It would be tough to test them if they were in a sealed, unopened box.
