Perhaps, perhaps, but a lot of ham clubs are accepting large 
sums of  money from government to buy PACTOR systems
allegedly for emergency communications.

You can bet there are strings attached when the government 
starts doling out thousands of dollars from the Homeland 
Insecurity Department.  If nothing else, it opushes us farther 
down the road toward cementing Pactor's dastardly dominance.
